Biography

Spencer A. Lehmann, Registered Health Underwriter, is a principal of Lehmann/Wood & Associates, Inc., an independent general agency specializing in marketing group and individual long term care insurance since 1978.

  • Conferred Registered Health Underwriter (RHU) designation from Northeastern University.
  • Co-author of It Ain’t Necessarily So, a consumer education booklet on Medicare, Medicare supplements, and long term care insurance.
  • Co-author of The Senior Health Insurance Education Course.
  • Monthly columnist for the Health Insurance Underwriter (HIU), the Health Underwriter's national magazine, writing on long term care and senior health insurance issues, (1994-97).
  • Past President, Washington Association of Health Underwriters Board of Trustees (1989/90).
  • Co-Chairman, Seattle/King County Senior Rights Assistance Annual Fund-raiser (1986-1990).
  • Chairman, Health Insurance Training Council (HITC), National Association of Health Underwriters (NAHU) Board of Trustees (1989/90).
  • Recipient, National Association of Health Underwriters Distinguished Service Award, (1990).

  • Currently serves on the Washington State Insurance Commissioner’s Long Term Care Partnership Committee.
  • Chairman of Representative Phil Dyer’s Campaign 1992, 1994, and 1996. Representative Dyer served as Chairman of the Washington State House of Representatives Health Care Committee.
  • Worked during 1993 through 1996 Washington State legislative sessions on long term care legislation with Senator John Moyer and Representative Phil Dyer, and was instrumental in the passage of the “Washington Long Term Care Public/Private Partnership” which is part of the Washington State Health Care Reform law.
  • Played a key role in drafting long term care language for the “Washington State Health Reform Improvement Act of 1995.”
  • Submitted testimony to Subcommittee on Health, House Ways and Means Committee, US Congress, relating to the “Senior Citizen’s Equity Act,” 1995, as advisor to NAHU.
  • Recipient, Washington Association of Health Underwriters Barry Thoma Award, 1995.
  • Served on Washington State Health Care Authority/Public Employee Benefits Board Long Term Care Committee and assisted in drafting the “State Employees Long Term Care Insurance” legislation (HB 2186), enacted into law 1996.
  • Member, Congresswoman Jennifer Dunn’s Health Care Advisory Committee, 1996, 97, 98, 99.
  • 1996 Guest Speaker, Archie R. Boe Distinguished Lectureship Series, Drake University, Des Moines, Iowa.
  • Conducts numerous educational seminars on Medicare, Medicare Supplements, and long term care for senior citizen groups, life and health underwriters associations, and business and professional associations.
  • Currently serves on Seattle Symphony Government Affairs Committee (2001).
  • Member, Visiting Committee, University of Washington School of Music (2001).
  • Founding Member, Alliance for Education, Ballard High School (Class of 1963), since 1997.
